If you open up Dreamweaver's Code Reference pallete, select HTML Reference and then drop down to blink, you'll see these wise words:
"Please don't use this tag. I beg you".
The (Netscape proprietary) <blink> tag is universally despised, so one wonders why similar "functionality" ended up in the CSS spec (http://www.w3.org/TR/REC-CSS1#text-decoration). Whilst researching for this Wednesday, I had the misfortune to end up at the Free World Academy site (http://www.freeworldacademy.com/globalleader/ecodev.htm), where sum fule has coded all the links using CSS blink (this, unfortunately only works in standards compliant browsers).
