Dreamweaver CS4 image help

Im new to CS4, and im learning about the program in my computer graphics class. My question is how can you manipulate images to be moved in design mode. Heres and image to show you what im trying to accomplish.

I would like to use the four images as my links to navigate through the site, but as you can see I don't know how or if it's possible in DW to move images.

Well I found that if I use a AP div tag I can move the images, though when opening the site in my browser the images are stacked on the top right corner!
