Loads of freeware out there, I needed something with no learning curve and found Denim, Gliffy (only a trial), Lumzy to name a few.
I ended up doing something very basic using a tool called Mockup Builder which is free and can be found at http://mockupbuilder.com/
If you want to see the (very) basic thing I used it for look at the Richardson's page (http://www.webdesignstuff.co.uk/pg904/2011/11/23/richardsons-specialist-bakers/#more-328) on my blog - theres loads more you can do with it I just havent invested the time yet.

Thanks Gary, just had a look at Gliffy and it looks good. Like the idea that you can publish it online and share the URL - I might start using this for my thesis site as it's now a client project so good to share plans.
The mockup builder looks very easy to use and I guess it helps if you want to share a mockup to a client who doesn't have Photoshop. (might also get us out of having to use Photoshop! ;)

Oops sorry, I meant thanks Olan for the Gliffy link. Had just read Gary's reply so was thinking he had started this thread.
I guess it's good to use Photoshop to share mockups with other designers / developers, but good to use more user-friendly less technical alternatives with clients who are not web designers / IT orientated. (Like Mr Smith the greengrocer / Mrs Richardson the baker / Mr Warm Bean, etc... ;-)
