Found this in amongst the huge W3C site. My site is standard - and yours? (http://www.w3.org/QA/2002/04/Web-Quality). Useful stuff about DocTypes and also trying to dispell the myths that still abound.
If you look at the page in Moz, Firebird, Opera, Camino, Safari etc, etc and keep your eye on the right-hand menu, you'll see it uses CSS2 position:fixed (http://www.w3.org/TR/CSS2/visuren.html#fixed-positioning) so that the menu stays where it is when the page scrolls. Only 5.5 years so far, Microsoft...
